Synopsis
就像70萬名來台移工的故事，愛唱歌的越南青年阮國非為了早日還債，淪為台灣人鄙夷的「逃跑外勞」。他靠著優秀的建築技術，帶領一班移工兄弟在新竹一帶打工賺錢。隨著存款不斷累積，回國創業的夢想也即將實現。
2017年8月31日，阮國非在偏僻河邊被舉報竊取小貨車。追捕過程中，他遭年輕警察陳崇文連開九槍，於送醫途中失血過多死亡。輿論一面倒地支持警員射殺拒捕的非法外勞，但一連串謎團卻在事件後逐一浮現：為什麼警察要對一名移工連開九槍？捕捉移工是他的正常業務嗎？原本是陽光青年的阮國非，身上為什麼有毒品反應？在槍響之前，是哪些力量迫使阮國非成為命如草芥的逃跑移工？殺死他的，真的只是那九發子彈嗎？
當加害者不見得是真正的加害者，而不完美的受害者，又是否罪有應得？
Much like the stories of the 700,000 other migrant workers in Taiwan, Vietnamese man Nguyen Quoc Phi, who enjoyed singing, became a runaway worker within the ugly and complex migrant worker system. With his expertise in construction work, he became the leader of a group of migrants working in Hsinchu. He dreamed of saving enough money to start his own business back home.
One day in 2017, Nguyen was reported for car theft and was shot nine times by police officer Chen Chung-wen during the pursuit. Nguyen bled to death on the way to the hospital. The Taiwanese public supported Chen’s use of firearms against a runaway migrant worker who resisted arrest and had records of drug use. But were the nine shots the only cause of Nguyen’s death? When the perpetrator is not necessarily the true perpetrator, is the imperfect victim the one to blame?

我們面對少數群體的態度，決定我們與極權國家的距離。
台灣以人權價值自豪，但似乎是以特定種族和階級為前提。《九槍》以阮國非事件為切入點，但我希望觀眾思考的是超越個案的結構性問題，甚至是台灣人面對東南亞移工的集體心理狀態。
這是一場本來可以避免的悲劇，但《九槍》沒有想要控訴誰。事件雙方都是結構下的基層弱勢者。我希望《九槍》給台灣公民一個多元辯證的空間，甚至帶給觀眾一些動力。在各自的社會位置上，利用自己的專業能力、資源或選票，為70萬名沒有話語權的移工啟動一些改變。
最後，謝謝各位來看這部電影。我們一起努力，讓台灣成為一個真正民主、共好的國家。
Our attitude towards minority groups distinguishes us from totalitarian regimes.
Taiwan is proud of its idea of human rights, but it seems to be premised on a specific race and class. Nguyen’s death is an entry point for structural problems.
There are 700,000 Southeast Asian migrant workers who have no voice, but changes can still be initiated through each person’s professional abilities, resources, and votes.

導演簡歷
Biography
蔡崇隆曾任媒體記者、公共電視製作人，現為獨立紀錄片導演。執導作品《島國殺人紀事》獲第24屆金穗獎最佳紀錄片；《油症：與毒共存》獲2008年南方影展首獎。製片作品《徐自強的練習題》獲2016年南方影展首獎，並入圍金馬獎最佳紀錄片。2022年，他執導的《九槍》獲金馬獎最佳紀錄片。
Tsai Tsung-lung was a journalist and producer at Taiwan Public Television and is currently an independent documentary filmmaker. His film Killing in Formosa won Best Documentary at the 24th Golden Harvest Awards, and Surviving Evil won the Grand Prize at the 2008 South Taiwan Film Festival. He produced Condemned Practice Mode, which won the South Award at the 2016 South Taiwan Film Festival and was nominated for Best Documentary at the Golden Horse Awards. In 2022, he directed And Miles to Go Before I Sleep, which won Best Documentary at the Golden Horse Awards.
